Ok, so I remember a movie where there was a "bad" team of either agents or assassins or something. It was a sarcastic guy who wore a suit and no socks and he was partnered with a girl.

I think they were chasing or following someone and at the end of the movie they explode in their car.

The no socks should be the obvious clue. All I remember is I really liked the male role in this and thought he was extremely funny.
