Are you trying to make one of those and just showing someone else's pictures?

Looks like an easy project overall. I would purchase a yard or 1.5 yards of long hair Mongolian Sheepskin. The base could be made out of something like Worbla and sculpted to look like the eyes, nose, teeth, horns.

I made an Ewok head using the same method and have since finished the head (I need to take pictures) and am working on the body frame now.

I own this and yes I want to create a wearable mask

Wampa heads are usually pretty large. You could start with a helmet and sculpt some details over it (around the eyes, the nose, and mouth and horns) then lay the real or faux fur over that and glue it down.

The only reason my ewok isn't wearable is the eyes I made are not see through. Otherwise, it could be worn. The eyes on the wampa are rather small, so something like sunglasses or small tinted plastic would work well.
