It's the prop from Earth vs the Flying Saucers. I saw it recently at Bob Burns place

Amazing! Thanks for posting the photos.It looks like they added the bottom section for the Voyage episode.This is some thing I wouldn't mind replicating on a small scale. Maybe 9" or 10" in diameter with all the lights on the bottom.
