I had to make my own undersuit but having some troubles getting the legs just right.
If I take them in to much the material doesn't have much streach to it.
Mostly trying to get the knees in just right. I have large calves at 17.5in. Thighs 21
Then to start attaching all the rest of the armor after I get a mannequin.

You need an assistant. Someone to pinch out the excess on the legs right at the seam. If you have a seam on both the inside and outside leg, try to take the same out of both. If not, just do the one. Use safety pins to pin it tighter, then turn it inside out and mark where the pins are. Remove the pins, then draw a new stitching line using those markings. If you want it to be tighter, go in an extra 1/4- 1/2 inch from those marks. As long as the material has some stretch to it, you should be fine. If you need it to fit tight all the way to your ankle, you'll have to put a zipper in the bottoms of the legs.

I'm working with a fabric with little stretch to it for my Mystique boots. I have wound up putting a seam in the back as well as sides to help conform to the shape of the back of my knee. It's worked well. I'm not sure if that is possibility for you. I haven't seen detail images of the bodysuit to know where seams are appropriate. Generally though there will be more seams in material with less give so you can shape the garment to fit properly. Take a look at wet suits for instance :)

My rule of thumb is to stick seams where they will be hidden if the original artwork is hard to interpret ;)

Darth Mule is right, use safety pins for taking in seams on stretchy fabrics.
