I bought the kit and have been researching ATF rules on this.

Good post, as 'restoring' the cut receivers can put you in dangerous territory. Anything is 'readily restorable' if you have the right tools, but I think you'll be safe if you ensure there are major obstructions to the installation of a functional barrel.

I have been considering one of these kits, but planned to weld the receiver back together, patching up the rough cuts. In order to stay legal, I was planning to weld the bolt in place, and/or weld a piece of solid stock between the bolt and whatever type of simulated barrel I use.

As long as major cutting/welding would be required to make it functional, you're probably OK on 'readily restorable'. If making it work by swapping parts is possible, you're gonna have a bad day.
