I think that Obi Wan would have to know Maul is alive ie feel his presence.

I have to go back and watch the arc again, but when Obi-Wan was on Mandalore and Bo-Katan helped him and all that... How close did he get to Maul then? Did he know Maul had returned at that point?

There was that great scene where he sees maul come through fire. He's dizzy but can't quite tell who it is until he can see well enough.
