Star Trek TNG "Q" costume pattern

Need help - trying to find a pattern or plan for sewing the "judge costume" that Q wears in TNG episodes "Encounter at Farpoint" and "All Good Things"

The necklace as well...trying to find a medieval bead/button shop that might have the pieces to create one.
