I opted to pay the extra 3% and sent the PayPal payment as goods and services. I filed a claim with PayPal and was able to get a full refund. So try and file a claim with PayPal, it might work out.

Unfortunately I paid Bimmer as gift so I unfortunately can't apply for a refund and Paypal already refused to open a claim.
