Skinning a Tube with Styrene?

There are plenty of styrene solvent glues. You can try Tamiya cement http://www3.towerhobbies.com/cgi-bin/wti0001p?&I=LXWB48&P=7. It melts the styrene so when the two pieces dry, they're mechanically, one piece. I don't know how it affects polycarbonate, though.

There's also the glue used for welding plexi together.

Or if you can't find something that can be used on different types of plastic, you can always use gorilla glue and just strong-arm the two pieces together.

But here's a chart from weld-on for different material type bonding http://site.rplastics.com/WeldOnGuide.pdf Maybe you can figure something out from there.
