Scaling part of the costume?

Working on an Iron Man Mark III. I played around with creating the helmet to make sure I was willing to make the time commitment, so now I'm looking into scaling. I get how to do it with the methods given, the problem is they deal with overall scaling. I have a pretty big chest area and huge neck compared to my 5'9" height. So my question is this:

Is there a better way beyond experimentation to make parts that have been scaled differently from the rest of the costume? I want to make the neck and chest larger, but everything else pretty much the same.

Finally, if I wanted to get down to business and modify the actual models to fit me better, is there a suggestion of software to do it with? Not looking to create from scratch, but something that will allow me to take a chest piece and make it wider without it being longer. Thanks.
