If you could find a flat material that you can cut/carve with a blade and then soften and glue down, that could work.
I hurt my index finger and the cast they gave me uses a thermoplastic that was very easily cut and molded. If I ever make serious armor again that needs this kind of detail that's what I'm going to try to find.
You should have seen me quizzing the therapist as she made it - she probably never had a patient so interested in the material like that. I should have asked her for the scraps to see how easy it is to cut with a blade when hot.
