It can be done legally. It is called deactivating or demilling. It would require altering the shotgun so it can NEVER be used as a firearm again. Depending on the firearm this would require removing the internals, a bit of snapping and grinding off of some pins, welding the hammer(s) and trigger into place, enlarging holes, and filling the barrels with rod and blind welding them into place. More or less. Correct documentation will be required to prove that the object is no longer a firearm. This can be done by a competent gunsmith.
This is done all the time for Police Officers that turn their old service weapons into plaques when they retire. Feel free to contact me if you have any more questions.

You could also pull the stock off, take the pin out and have the hammers filed flat,then have the thing welded together in side of the pin halfs, You could not shot it, you could not load it.
