Need ideas for the spinning top on a tongo wheel (ST:DS9)

I am playing around with making a tongo wheel.

For those not familiar with the show or the Ferengi game, the bottom disc of the table is stationary but the top disc rotates. What can I do to build this? I am going for either low-tech or high-tech here. So home-made rollers to commercial harware is on the radar.

I wanted to pick everyone's brains as I research this one.

Aquire! Keep checking ebay for silver fruit bowls, there is a proper name for it but I can't remember. Check several of the home decor stores and maybe some floral arrangement places. Are there rules for the game posted anywhere?
