Need help identifying this part.

Hello everyone.
I'm finished with my Borg headpiece, and now working on my neck gorget/collar. I'm attaching a photo that I've square off sections in red in hopes someone
might be able to help me identify what it is. I'm hoping to find it, and use it to secure the hoses. Please help if you can. Thank you.

Out on a limb here, but they look like brackets for mounting either plastic wire loom (like what is there) or something like Pex plumbing tubes. I see each as a bracket that twists on to hold two pipes parallel, with a mounting hole for screws in the center to fasten down.
Horrible sketch, but I feel like I have seen these before somewhere
