David, are those measurements from a vintage part? My cylinders from Reade Models which are meant to be from the same mold measure at least a few hundredths larger in all dimensions than your drawing -- the length for example is right at 1.593 inches long. If yours is a vintage part maybe it comes down to more shrinkage in 70s plastic versus today's?
Another thread mentioned (link) that the vintage parts are lighter than the Reade repops.
The outer diameter at the large end varies between 1.196 and 1.205, and the inner diameter varies between 0.912 and 0.915. The inner diameter is also not exactly concentric, with it 15 or 20 thou off-center from the outer diameter .
Outer diameter at the small end is 0.776 with a thousandth more or less variation, and the inner diameter is about 0.661 at the very end.
The inner diameters at both ends are tricky to measure accurately as there is a draft/taper to allow the mold plugs that form those cavities to be removed from the part.
One note on the geometry - the first fin on the large end has no taper on either side. On all other fins, the taper extends to the base of the fin, with no flat section at the base - IE there is no right angle where fins meet the body apart from the outermost large fin:
