He's just a smart ebayer, guys. It doesn't cost anything extra to list an item with an insane Buy It Now price, and it moves your item to the very top of any prop search sorted by highest price first. It's just another way to draw attention to your listing; I've seen it done before in other categories, like vintage movie posters, for example. The key to the listing is 'Or Best Offer'.

Between clowning around with the price and whatever he has going on in his written description it doesn't exactly inspire confidance.

But then he's a recaster and they frequently don't take the craft seriously.
