Is there a way to minimize latex mask shrink?

Technically yes, if you add a solid filler it will reduce shrinkage. Something like kaolin clay will work and probably reduce shrinkage by 2-3%, but it will also reduce the quality of the latex. I’ve noticed that polytek latex shrinks a lot less than reynolds or monster makers, so maybe try the polytek if you can.
 
As said above fillers, or also reinforcement will reduce shrinkage. Talking about masks, they are usualy sculpted bigger taking in account the shrinkage that will take place when casting.
Careful with fillers (or the so called Latex Hardeners) and lockings etc. Your casting might be harder to demold too depending on the shapes.
