Help with the name of an animated movie

Ok, I saw this movie as a kid on HBO back in the early 80's.
I remember is was kind of like the Yellow Submarine but it had a South Park animation style.
It also had a character that had a voice like Wallace Shawn of Princess Bride fame but I did not see anything on his IMDb page.

Anyone else see this movie?

The Wallace Shawn voice like character was a round bad guy.
I can't remember the other characters.

Nope, I remember the Yellow Submarine.
It had the same feel but I believe the animation style was like South Park.

I almost didn't post this thread because I had a feeling you would know.

Howard Kasanjian and Robert Watts befriended some of us fans who were hanging out in the desert while they made ROTJ. Very friendly guys.

Shortly after that the were doing the convention thing promoting ROTJ.

Lucasfilm was also producing and promoting Twice Upon A Time.

Brian Narelle one of the character creators and animation supervisors was also part of the LFL team hitting the cons. He was also Lt. Doolittle in Dark Star.

Great film, if you like unusual stuff.
