I'm looking for some general guidance on Endir's mask from the game I Am Setsuna.

As you can see, the base is balaclava-like, with a few extra bits. Then, at the top, we have the cat ears and monster hands, which is where my confusion starts. I'm trying to figure out how to tackle this from the most basic process questions.
The way I see things currently, I have two or three basic methods I could try and before going too far down any path, I wanted some other opinions on which is most likely to prevent me from pulling my hair out.
More than anything, I'm just looking for other opinions on which would be the better way to proceed before getting too far down the rabbit hole.

- First of all, we could sculpt the whole headpiece, balaclava and monster bits, and pour a silicone mask.
- Construct a normal fabric base piece and then either sculpt/mold the cat ears / hands or 3d print using some flexible material like Ninjaflex and attach it to the underlayer.
More than anything, I'm just looking for other opinions on which would be the better way to proceed before getting too far down the rabbit hole.
