To attach the mount to a Mauser, you will want to mark it first with a punch or a black marker and then a punch. Use the mount holes as a reference. You can use a 9/64" drill bit with a 8-32 tap or use the drill bit that came with the 8-32 tap.
For paint, I recommend using black satin Krylon. I've used Rust-oleum and ACE Hardware premium satin black, but both are lower quality than they used to be. Krylon paint can be found at Hobby Lobby and Walmart.
