There was a topic a couple years back about using those glowing cat toy balls to make one.
Definitely a good base. If you could remove part of the blue in the place that it's supposed to glow yellow/red and replace it with colored translucent plastic cut in the correct shapes, it'd look really nice.

They do rock, but you can find em under another name (moon glo) for about 15$ a pop.
