I wanna make this guy....can anyone give me some pointers?
Im pretty good with aluminum fabrication.

I just dont know how to scale it correctly and I know there is a way to print it out to use as a stencil but Ive no idea....

Can anyone help or point me in the right direction?

Real easy way, take it to Kinkos have them scan it. Then they can print it any scale you want.

Photoshop Filter > Stylize > edges. Then messed with brightness and contrast. I can scale it to any size you need. 10 second fix
