I have actually almost finished my female Captain America cosplay, from the 1940s ("Saving Bucky" version.)
I have loved Captain America ever since I learned about comics and then eventually the movie when it came out.
However, what I didn't like was how others made their female Captain America suits. Absolutely no one did the 'saving Bucky" suit.
Until today.
I have named this female Captain America; Stella Gladys Rogers. Here is a teaser:

I also like to make my cosplays on a budget. So I will show you how I have made a female Captain America costume on a budget.
