For one, I don't think that's 'all' of the batwing or whatever. Just the cockpit with the rest beind added digitally after the fact.
As for photo's getting out? Has nothing to do with Pittsburgh. Film during the day in any city and it's impossible to keep people from taking photos. You don't get to close of 6 square blocks to film a fight scene in any city. Same with the batwing. If you're going to drive it through a couple miles of streets, you can't close off the the city for 3 blocks on either side and kick people out of their homes to film. You won't find any city that'd allow that.
As for past movies, well, doesn't seem that they did a whole lot of day shooting with batman, head villain, or the tumbler in the other cities. Most of the chicago shots seemed to be 'out the window' stuff. Super easy to keep those quiet as you can lockout an office setting to film. Seems like they're doing much more 'on location' shooting outside for this making it impossible to hide.
