Creating a 40k Space Marine Chaplain Helmet from a Mask

I'm interested in making some space marine armor (still trying to figure out if I want to do the stilt version or scale it down to my actual height of 6'4"), but I wanted to start small first by making the helmet.

For those unfamiliar with 40k, Chaplains wear skull-faced helms like the ones on this wiki-page: http://warhammer40k.wikia.com/wiki/Chaplain

My question is, what would be the best method for turning this http://www.amazon.com/dp/B00NOFUKNK...lid=1TQHHJJJF496W&coliid=I2WKMDUM0P2LEX&psc=1 into a full helmet?

I've seen some E.V.A. foam and fiberglass tutorials, and the foam looks a lot easier to work with given the tools I have on hand (dremel and belt sander). However, I was hoping to find a solid plastic top that I could connect the mask to first, and then add on the side accessories and tubing later.
