Technically, the best archival garment bags are muslin, but they aren't cheap at around $40 per bag.
For lesser stuff, I use PVC vinyl plastic, but these probably aren't the best for archival storage since they likely off-gas, so I've been meaning to get away from using them:
23x54 bag for shirts, jackets, tops, with/without pants:
Vinyl Zippered Garment Bags - 24 x 54
24x72 bag for robes, dresses, or anything that hangs down:
Vinyl Zippered Garment Bags - 24 x 72
Better and more archival safe are polypropylene garment bags:
24x54:
Non-Woven Polypropylene Zippered Garment Bags - 24 x 54
24x72:
Non-Woven Polypropylene Zippered Garment Bags - 24 x 72
