Hey guys I'm planning on starting on my all time favorite Cobra Trooper, the Snow Serpent. The only problem I'm having is figuring out the helmet and mask...Can anyone point me in the right direction?

Great choice for a costume, this was and still is one of my favourite G I Joe's.:)
What about a Anti Pollution Bike / Cycling Mask, with a custom-made plastic front?

and swimming goggles?

Snow goggles too..with your own white webbing?

I would look at modifying a cheap motorbike helmet, say cut off the sides?
Hope this helps!

I thought at one time I had read something that said the mask part was vintage military but darn if I can find it now

You could try the paintball mask, wearing a black balaclava underneath it, and the swimming goggles, with the actual snow goggles pushed up higher.

Alternatively, try just googling "Military facemask" and seeing what comes up. Just in google images, I see a few that look fairly close.

As far as the helmet goes, try running searches for tactical helmets and seeing what you find. You'll likely have to modify them somewhat, but they look reasonably close from what I can see. Good starting points, anyway.

I think you can take it one of two ways. One version of the original figure makes it look like the mask is a single piece, including eyes and face. The other version it isn't 100% clear, and certainly the newer versions make it look like the eye protection is separate.

If you do a google images search for "tactical mask," several options pop up that look pretty good. Some of tehse might requier a bit of additional sculpting, but bear in mind that they're photographed on a white background. If you wear a black balaclava underneath them, they'd probably look a lot closer to the figure.

Consider the following:

Save Phace Sharpie Full Face Tactical Mask ( Marks A-Lot Series ) by:

Hawkeye Training Goggles
Airsoft Tactical Iron Face Half Mask BLK - Airsoft Safety Mask - AirSplat.com - AirSoft Gun Warehouse

That last one also links to wire mesh goggles, which might be perfect for that "faceless minion of COBRA" look. :) Airsoft Tactical Metal Mesh Eye Goggle - Airsoft Safety Goggle - AirSplat.com - AirSoft Gun Warehouse

You could also just get one of those wire mesh facemasks and sculpt it up. Although you'd really want to take ventilation into account.

I had this toy when I was young, I never could figure out why he had a spare pair of goggles on the head and a reserve parachute on his stomach? I remember once reading an issue of action force (UK's version of GI Joe) in which snake eyes had to fight a team of snow serpents, it was really good! My advice to you is to go easy on the fur, it may look good on a toy but I don't think it'll translate to a costume very well. Maybe a parker jacket with a fleece lined hood and cuffs would do.
Can't wait to see more of this.

What are you planning on using for the base of the costume? If you needed to save money a white pair of work overalls that you could pick up from most hardware stores would probably be your cheapest option. Once you've got all the other kit on top it won't really be noticed. Or there are some really smart looking arctic warfare comoflage pattern smocks and trousers on the market. My advice would be to do the cheap option then once you've got all the other bits of the costume have a look at whether you need to buy a new base or simply modify the cheap one by sewing on some pockets and maybe creating a comoflage pattern on it.
