Cleaning Foggy Plastic Frames on Glasses/Sunglasses

I have a set of Persol sunglasses from Casino Royale that I really love, yet their age is starting to show.

The black plastic frames have developed a discolored white film ruining the glossy black finish, and I can't find a way to clean it. First I tried basic soap and water, and it didn't work. Then Novus plastic polish, which I think might have made it worse. Then vinegar and a few other tricks I got from googling it.

But again, nothing has worked. It seems to be a pretty common problem with plastic frames too.... Anyone here have any tips or suggestions?

Really love these sunglasses, and want to save them. They're no longer in production and not easy to find (and whenever I see them, they go for ridiculously high prices).

3M has a plastic polish and cleaner (same as recommend below), it works great on faded plastic headlights, yellowed instrument panels, and I've used it on my Spy sunglasses. It's good stuff! Of course doing this by hand, instead of using a buffing pad, can take awhile. But! You should always try on an inconspicuous spot.
Stay away from any solvent based products! Like lacquer thinner, acetone, mineral spirits, etc.

 
My old glasses did that all the time. My Optometrist would clean them with acetone then buff them with polishing compound. I can't remember if it was jewelers white, jewelers rouge or tripoli red. But my frames looked brand new when she was done. She said if I wanted to do them myself and save the $5.00 just to use toothpaste, not gel but actual white toothpaste and finish up with some damp baking soda.
