Idk who built this but I want some more and wanted to know of anyone can or if anyone can tell me how I could

Interesting stand, I would guess that it's a custom sculpt, then it was molded and cast, with support rods in the resin for increased strength. If you wanted to make the stand, you would need to sculpt it out of oil based NSP clay, make a box mold is what I would suggest, splitting the mold in two for easy removal, and get the casting resin and steel rods which would need to be bent into shape for the casting.
