I cut some steel rod slightly longer than the width of the tang and scales. Then I drilled the scales and tang to a slight interference fit. I put epoxy on the tang, put the scales on, then drove the pins thru leaving a little hanging out on either end. I clamped it together and let the epoxy cure.
Then I peened over the pins and ground them flush.
