There is a wide range of options here. The '89 boots were Nike sneakers that are decades out of production, and very difficult/expensive to find/buy. That is the price of film accuracy.
Batman wears agressive looking boots. They can be anything from an actual boot pirchased from an internet vendor (caboots.com) or you can use an existing black shoe. It can be a tennis shoe, cross-trainer, thrift store find, or visit
Online Shoes, Clothing, Always Shipped FREE | Zappos.com and find a comfortable sneaker. The sneaker laces are hidden by a spat. Very little of the shoe is seen except for the toe and sole.
The shin guard part can be made or purchased. The junk yard ruls have changed recently, so I am not sure how one goes about posting one.

Gluing rubber to rubber = Barge Cement. available at you local harware store.
