I've never thought of that before. Does it have to be a blank ID card or would it work with one that has print on it like a school ID?I buy plastic white blank ID cards on eBay. I then print on a nice thin paper. I then clear coat the paper with triple thick glaze, for a nice gloss look. Then I spray mount the back of the paper, attach it to the ID card, then trim. I leave excess around the edges where I trim, then take a nail file and gently sand off the excess so it is flush to the card. This method also allows to slightly taper the edge of the paper so it blends right into the edge of the card and Yiu cannot tell there is paper on the top.

Normally I laminate many of the cards... Before that I glue them to thicker paper, so it lokks good in display, but of course plastic cards would be better...
I know there are printers out who can print on CDs, isn't there a printer with ID Card function?!? :lol
