Superglue.
I would use Loctite brand and the Gel is my fav but to each his own. Here's a copy and paste form a thread off another board, I didn't feel like typing out the whole process, I'm lazy tonight. :lol Hope it helps you out.
FIRST... Wash the edges of the rubber with a small amount of lacquer thinner, to clean all the oils off the rubber, to allow for a much stronger bond.
When you start the gluing process, you have to do it all very quickly, because the glue dries very quickly and you MUST use it while it's still wet. Unlike DAP Contact Cement, where you have plenty of time to apply the glue and then wait for it to dry, with these super glues, you HAVE TO work quickly. At least a few inches at a time.
When you glue the edges of your suit down, you can't squeeze the glue all around the entire perimeter of your suit. All the glue will dry up by the time you got all the way around to where you started. You should only do it in nothing more than six to eight inches at a time, because (once again), the glue dries very rapidly.
The best method to use for "clamping" the rubber to the fabric, is with your hands. Simply squeeze out a few inches along the edge of your suit and hold it in place, the same as you would like explained originally. And once that's dried, you do another few inches and so on and so forth.
I don't recommend wearing rubber gloves while doing this, because you'll possibly get small pieces of the gloves stuck to parts of your suit in case some of the glue drips out. It's easier to use your bare hands and simply wash the glue back off your hands and fingers later, with a very small amount of acetone.
