It look like a plastic replica to me I don't think it is a water gun because look at the end of the barrel there is no hole for the water to come out were did you find this one at? Can you post a link?

It does not have the tells of the water gun.
This one is a great deal more detailed. The left cylinder cover is weird though...

Recognised the brand from the water gun, but it has the correct Made In Austria stamping rather than the giant MADE IN CHINA, and the other tells.
Actually, if that is the correct one in the 1999 link, it was backsearching an RPF thread that took me there, this one;

It’s an all resin stunt version. It’s called the Kogyo stunt or something. I’ve mostly seen on eBay from sellers in japan. Makes since since its Elfin Knights

This is correct. I have owned this piece in the past, it's a relitively clean piece but unfortunately the details are quite soft and most of the models have bad warping. It's an all plastic & solid piece, the 'LEDs' are painted on with a metallic red to give the effect of a glow.
It's an okay piece overall but I don't think it's worth the price it goes for nowadays.

This is the undersized elfin knights/takagi from a few years ago. Static and suffered from some warpage issues.
