Because they needed to melt the medal to re-plate 3PO to make him nice and shiny in the end!
There is no "in universe" answer. He didn't get a metal because Mayhew was so tall, it would just look silly to have him bow down so low or Leia to climb somewhere and look awkward. For film reasons, it would have interfered with the flow of the story. Also, Chewie's character grew over the course of the films, and maybe he wasn't intended on being more than a pet originally and we all see the SW universe discriminates, especially against droids.
With all that said, the expanded universe explanation is that Chewie rejected the metal because his culture does not believe in being honored for tasks they see as obligitory, in this case, helping and being at Han's side. Marvel had him get the award after the ceremony when Leia could climb atop a table (see dbalschi's photo).

Nice, that certainly clears things up, I just felt bad for the guy when I first saw that scene, like the Rebels were racist or he was being treated like a pet or something,

What about R2? Think about the danger he endured getting the plans where they needed to be. He was even in the X-Wing that destroyed the Death Star providing support. Where's HIS metal?

It was a completely different movie then and what I mean by that is Chewbacca was only a side-kick at that time.
When I sat in the theater as a 14 year old, I thought nothing wrong about Chewie not getting a medal. It wasn't until ROTJ that Chewbacca finally became an equal part of the team in my eyes. He wasn't just an animal side-kick, but an actual character, equal to the humans in the SW universe. At the time of ANH, there was nothing else of their universe we knew about...nothing.
Another thing to consider is Lucas left in enough similarities to our world and theirs, which meant it was a human dominant movie so we wouldn't reject their universe because of too much info to digest. Just look how the prequels are. Millions of different species to contend with. Humans are not the dominant species.
If Lucas would have made the movies chronologically, I am pretty sure he would have had Chewie getting a medal in ANH.

Maybe he told them to keep the medal as payment for all the plumbing related problems he caused the rebellion. I mean, Wookies are big, and hairy. And Chewie has been known to completly destroy many toilets, and clog up more than a few drains with all that hair.

What does R2 need anymore metal for, he's metal all over as it is.
As for a medal, how would you go about pinning a medal on something made completely of metal? You could mod the medal with a magnet on the back but then you'd only see one side of it unless the magnet was attached to the ribbon part.

The lack of a medal for Chewie (which Adywan fixed in his Revisited edit: (YouTube - Adywan's Star Wars Revisited (13 of 13)) isn't as odd to me as the fact that no one said anything in the ceremony. No speeches or anything.
