The way I did it was to buy a cheap pair of flat soled shoes that were slip-ons, no laces. These were put into the inside of the costume and adjusted until they were in the right position.
Then I bought a cheap rubber car mat which I then stood on while wearing the suit with the shoe in it. I traced around the foot with a marker pen onto the rubber.
After which I cut out the rubber from the car mat, ending up with two sole shaped pieces. These were then carefully glued onto the soles of the costume with the strongest shoe sole glue I could get my hands on. The best way to do this is to be wearing the suit with the shoe in it, while gluing the soles on.
The was a really inexpensive way to get a good result. I think I spent all together about £11 to do this. £6 for the shoes, £4 for the car mat and £1 for the glue.
