Looks like a cotter pin? Or the end of one of those chains attached to caps on plugs for avionics gear?

It looks a lot like a quick-release clamp.

This is the kind of chain I was talking about. This isn't the right style, but there's a ton of them. These are for dust cover caps for connectors on avionics equipment.
