So I'm curious what thoughts are about the squiggly fabric? I did a cursory look online but didn't see anything I thought would really be good enough. Maybe draw on puff paint instead?
Is it just me or does it appear that the panels of the cape are cut along the bias? Just below the yellow marker there it looks like the (herringbone?) is at a diagonal. I could see this being easier to draft a pattern from and might lend a distinctive flow to the cape.

I *love* your choice of fabric here. Disney costumes are often visually boring (i.e. blocks of color, not a lot of detail) by necessity of animation budget and time. It's really refreshing to see you bring this costume to life with some texture and pattern!
