The boots used on the show are Nike Free Run 1.0's, all black, with a leather cover to make them look like boots. There's plenty evidence around confirming this, I suggest taking alook in the sticky thread on CW's Arrow.

They're Nike Free Run 2's actually, with an all black upper and an anthracite colored sole. No longer in production in those colors.
