He’s PMing people in the WTB section telling them he has the item they’re looking for, stealing pictures from foreign eBay listings. For mine, he took it from an Australian eBay post. When asked for time stamped photos, he tells you to look up an eBay account with a similar name as his RPF name (but not the eBay account he stole the pictures from). However, he most likely just found a legit eBay profile and created a new RPF account with the same name to give him false legitimacy.
