Crepe hair and spirit gum are a great cheap way to make fake beards. You have to make one each time you want to use it, but it's relatively simply. Plus you can make the hair to match your own perfects with various colors mixed together.

I remember thinking around Halloween it would be cool to have a really high quality grey Obi Wan beard/stache combo...:thumbsup
 
Spirit gum is good, I remember somebody mentioned one that worked better though, I've never used it. You can save some money on crepe hair and just ask the barber for a doggy bag. Guarantees a perfect match.
 
The facial hair applications used for television and film are called lace facial hair pieces.

The high end ones use a fine meshed fabric (like a window screen) with human hairs individually tied to the mesh (aka lace)

When an adhesive is applied, the nearly invisible mesh further vanishes into the skin, allowing for feathering and blending the hair into an actor's skin. This creates realistic hair lines that look completely natural.

You can also use a special double sided tape to help attach lace pieces, which saves some cleanup time. (removing the adhesive from the lace can take a bit of time)

The down side is that they are often quite expensive. The good ones cost around $300-$500 for a beard/goatee.

If you find a professional makeup store that caters to film and television makeup artists, they may be able to rent you the pieces.

I was working on a shoot a couple months back where I had to get 2 sets of sideburns, 2 goatees, and 2 mustaches for a couple of our actors. I was able to rent the pieces for a reasonable price from a special effects makeup shop that I frequent in North Hollywood.

The crepe hair and spirit gum technique works pretty well, but the application time can be between 1 and 2 hours, depending on how detailed you get with the cutting and styling after the initial application. They also do not hold up to close-up shots quite as well as lace pieces.

There is that year round Halloween store off of the I-5 on the southbound side of the freeway. I don't remember the name but they sell an entire array of facial hair.

What character are you going for that way I can help narrow down the type of facial hair required. Full beard? Mustache?

Also the various eBay costume stores sell them too.

I was doing it the old fashioned way, but after like 3 weeks I felt like a creeper with the stache :lol :lol

Remember that both of those mustaches are not within the standards of US Navy Military Uniform Regulations!

"The face shall be clean shaven unless a shaving waiver is authorized by the Commanding Officer for medical reasons. Mustaches are authorized but shall be kept neatly and closely trimmed. No portion of the mustache shall extend below the lip line of the upper lip. It shall not go beyond a horizontal line extending across the corners of the mouth and no more than 1/4 inch beyond a vertical line drawn from the corner of the mouth.

The length of an individual mustache hair fully extended shall not exceed approximately ½ inch. refers. Handlebar mustaches, goatees, beards or eccentricities are not permitted. If a shaving waiver is authorized, no facial/neck hair shall be shaved, manicured, styled or outlined nor exceed 1/4 inch in length. Supervisors of individuals with shaving waivers shall actively monitor and ensure treatment regimen is followed."

Mustaches are not authorized for women!!!
 
Even in THE pro makeup shops in London, mesh hairpieces aren't that expensive....

Ventilating (aka tying) a piece on lace is the way to go if you want the best quality, but if it doesn't have to look as good you can make a piece that you can remove by applying a somewhat thick layer of latex to the skin and then laying crepe hair onto it the same as if you were doing it with spirit gum. The latex will stay on for a while but eventually it'll peel off. When it does be sure to powder the inside and you have a facial hair prosthetic that you can re-apply with spirit gum or whatever else you prefer. You still need to lay a couple of rows of hair to cover the edges, but the result was good enough to last for about a week of rehearsals and performances when I was asked to help with a local production of Fiddler on the Roof. For something longer lasting or higher quality you're back to building it on lace, it's very similar to making a hooked rug, just on a smaller scale.
