Even the Chinese cosplay ones are $100+.
For the price you are wanting, your best bet is finding a plain white denim jacket from a thrift store or eBay and dye it red.

Which red jacket are you wanting? The one he wore while in HS and Smallville or the leather on the Blur now wears? Thrift store would be good as Wes said for the high school jacket or you could try and find an old "Members Only" style jacket at a thrift store in a red color. Those had a Cafe style to them.
