Shipping ex military items from the US?

So, Ebay will not allow ex military items (not talking about firearms or any kind of weapon) to be purchased by a non US account, or shipped by Ebay International Shipping. This seems to be a regulation also shared by US freight forwarding companies.

I can't, however, find anything about this in USPS international postage restrictions. Many US army surplus stores ship internationally, and a guy I spoke to at one said the regulation was nonsense. Any of you guys in the US have any idea what the deal is with this? The item I'm try to get shipped is a vietnam era night vision scope (housing only, no internals)
 
You need US State Dept permission / approval to export any night vision / gun parts outside the US. That even means a rubber eye guard or battery tray. Federal offense to do so.

Have it shipped with another method than Ebay Global Shipping Program......that is **** !!!!
 
Regarding ITAR, here are some things that might change there. That's according to an ITAR consultant.
