Question New Member PM's?

Is anyone else getting PM's for files from new members that don't have any posts? And is there any chance of setting up a post count or waiting period for new members before being able to send PM's?

I would report those to mods. Many file re casters have been coming here, not engaging in the site at all, and just lifting files and paper props to sell on eBay or etsy.
If they want to join this site but cannot even participate, mods should just ban them as they are obviously here for something other than being a part of the community.
