Major Ziggs from League of Legends

After spending the last half of a year working on a 1966 Airstream, I've decided to give myself a bit of a distraction. On the bright side I now have more tools than I know what to do with.

My plan is to build a costume based off of Ziggs from League of Legends, specifically the Major Ziggs skin.

I've done some work in making opening the original model itself in Pep, but the more I examine the model, the less I think that this build will require it outside of the helmet itself. For the most part, I'm imagining a fursuit-styled head, and a normal replica/re-enactment costume beneath it.

I'm trying to come up with various ideas and resources for these pieces that can either be made, or altered. I was hoping to find generalized sources from some of you that might point me in the right direction for parts.

The helmet/head I'm fairly certain I've got settled, I've been able to find good tutorials for fursuit stuff out there. The goggles concern me the most. At various optometry offices they tend to have those big plastic lenses that are used for tint options. I'd like to find something that was both green, and mirrored. Has anyone gone to a local place and asked them to tint something for specifically for them? I had thought about cutting up ski goggles but those are quite expensive.

The coat seems very British army, but I haven't found anything incredibly close. Are there any reliable re-enactment replica websites that anyone would suggest?
This coat is very, very close. I've contacted the seller about making something specific since it would require fairly minor changes. It's more than I'd prefer to spend, but possible: http://www.etsy.com/listing/89031111/mens-18th-century-coat-1770s?show_panel=true

The boots also worry me a bit. I'd like to find something quality looking, but not overly expensive.
I already own these, which are close enough to possibly work due to funds: http://www.fluevog.com/code/?w[0]=gender:men&w[1]=attribute:Boot&pp=1&view=detail&p=22&colourID=2940

Both of these are more than I'd prefer to spend.

Anyways, lots of questions. I will definitely post pictures as this project moves along. My girlfriend is planning on doing Wicked Lulu, so hopefully I can work some photos from that in here.

So I messed around with a photo taken at a recent event in the Photo Toaster ( My Airstream Photobooth ), by combining with a Pep file and checking just how things are going to line up. It would've been better if I had found a more straight on shot.

I think the proportions are almost correct, but could possibly be even bigger to become more cartoony. Anyone have any opinions on that? The current sizing would make the chin to helmet tip about 20" in total. I'm 5'10" so it'd be about 3.85 head heights tall. Which seems reasonable as a compromise? The actual model is about two heads tall.

As you can tell, the teeth/chin would sit about halfway down my chest.

The issue will be visibility, but I'm fairly certain that I can either build the bridge of the nose out of something see-through if necessary, and the lenses out of actual acrylic. I could also change the orientation of the goggles to make them closer, and more straight forward if necessary.

I had also considered, given the size, of building the helmet off of a skateboarders cheap helmet, and then using some of the higher end foam-builds I've seen to expand from there. That would give me room for my gauged ears to not rub up against something uncomfortable, and for my glasses to perhaps be useable, I can't wear contacts.

I also included a straight up of the Pep load of Ziggs.
