This is likely to be a contract job. I'm sure there are/will be some crappy mass-produced versions out there, but for anything decent, you may have to visit your local seamstress or one of the lovely board members that feels up to the task.

If you do happen to find one, but can't work out what the decoration is through the lace on the "collar" of the dress. It's straw! Women used it back in the 19 Century to decorate garments and I believe they used it on this dress too.

I've heard of straw being used- have you found anything that would show how? I've seen museum examples of braided straw trim (especially in bonnets and hats, but sometimes in belts), but I'm assuming that this is done differently? It doesn't look woven/braided.. is it tatted? So many questions!
