Honestly, if paypal cannot honour its agreement that it clearly spells out, then I would think about closing the account with them - I did. I said earlier that paypal generally sides with the buyer, but the one time that paypal didn't have my back as a buyer was with a dispute I had with a large Chinese seller, whom they make a lot of money on. I assumed they sided with them purely for monetary reasons and didn't want to risk losing their business. Like USS Endeav said above, PP thinks it is above the law and doesn't seem to have much accountability or oversight, from my perspective. Also, you have to ask yourself if all the time, effort, and stress spent on those phone calls to the morons at PP are worth it , don't forget that your time is valuable, not to them of course, but to you.
