Kahler Tek (Dr. Who) : shirt and pants ??

Greetings All!

I am planning / starting this year's Halloween costume. And I've chosen a rather obscure one-off Dr. Who character: Kahler Tek !! (Calling him a "Cowboy Cyborg Bounty Hunter" is inaccurate, but gets the "feel" of the character right.)

Anyways, there aren't very many images online of him out there...so I did try to take some screenshots of stopped moments during the episode ("A Town Called Mercy") but it's hard to get a crisp view of some things that way.

I'm trying to figure out how to reproduce his shirt and pants, specifically this "raggedy look". It looks to me like the shirt is dark brown with some black accents in it (looking slightly "leathery"), but it really doesn't have as much tearing going on as the pants. There seems to be tearing at the point where the robotic arm is revealed / at the shoulder.

But the pants are slightly more tricky: I can't tell how they did that. My first thought was they have some black pants underneath, with textured brown strips (??) hanging down from the belt. But some of the lower legs look raggedy too. So maybe it's just an "outer" pair of pants that's been shredded somewhat?

Going Thrift-Store shopping soon and I'd like to figure out how I'm going to do this.

That all said, I don't HAVE to be 100% screen accurate. I'm actually planning on doing a more "normal gatling gun" for the arm... and possibly doing things with a bit more Steampunk style (copper, brass, gears, etc.). And I personally can't stand the boots. Heavy work boots? Really? I'm going to go with black cowboy boots (I happen to own a pair) and spurs.

I fell in love with this guy, I think, because (in a way) he combines two of my favorite movie characters: The Terminator... and Clint Eastwood's character (Joe / Blondie) from the Fistfull of Dollars trilogy. (Thinking of adding a fake cigar as a nod to Clint.)

For the pants it looks to me like they might have layered leather scraps from bottom to top like you would with scale armor to hide the attachment points, but did it irregularly and patchy, and the top edge is hidden under the belt.
