Looks like drywall sandpaper to me. Or just a fine metal mesh like you can buy at Michael's craft store.

Aren't cheese graters just one sided? This stuff is the same on both sides. Its expanded mesh.

Maybe it could be a metal mesh speaker grille cover from car speakers, boom box, etc. I've seen them in different patterns.

I've seen this type of mesh many times on speaker grills over the last 30 years. It's a thin sheet metal that has been punctured at an angle in a diamond pattern. Usually aluminum. Easy to see through at the right angle, but shows up as a nice intereferance pattern from a distance.
