commissioned someone awhile back to make a bag for me and he started off with good communication but recently has gotten less and less and it has been 1 month+ since i last heard from him and i am about $125 down from paypal can i dispute this or what would be the best plan of action?

you can definitely dispute it, I suggest however that you send him a final message before filing a dispute. Sometimes the seller has problems that come up, issues with time. However it is important to keep the purchaser updated if problems do arise (which is why it's a good idea to message them stating that you will file a dispute if you do not receive an update).
Typically paypal is in support of the buyers, you paid for a product and didn't receive it.

And you can only dispute if you paid as "goods and services", not as gift.
If your Paypal is linked to a Credit Card, do a chargeback through your bank.
